Founded in 1968, Tesoro Corporation is an independent refiner and marketer of petroleum products. In Southern California, our network of retail stations operates under the Shell®, ARCO®, and USA Gasoline™ brands, and we sell transportation fuels wholesale to a wide range of customers. We currently employ approximately 1,450 people at our Los Angeles Refinery, and even more throughout our Southern California operations. Our Los Angeles Refinery’s ongoing operations generate millions of dollars in local, state and federal tax revenues, which may be used to fund local priorities and critical services.

Tesoro plans to invest $460 million to physically connect, further integrate and upgrade our adjacent Carson and Wilmington facilities, so that our combined Los Angeles Refinery operates more cleanly and efficiently. Pending permitting and approvals, the Los Angeles Refinery Integration and Compliance (LARIC) project will improve air quality, substantially reduce local emissions, upgrade refinery equipment and provide significant benefits to the local economy. The project is being thoroughly reviewed by the South Coast Air Quality Management District (SCAQMD), with opportunity for public input.

Emissions Reductions

The proposed LARIC project will improve air quality by substantially reducing the refinery’s greenhouse gas emissions locally—the equivalent of removing more than 13,500 passenger vehicles from local roads each year. NOx, SOx, PM and CO emissions will also be reduced.


Upgrading existing equipment, adding new equipment and physically connecting our adjacent Wilmington and Carson operations will help our two facilities work together as one, allowing us to increase efficiency and significantly reduce greenhouse gas emissions.

The proposed LARIC project will support the local economy by providing good-paying local jobs, increasing local business revenues and generating millions in tax revenues that can be used for local priorities.
